〔摘 要〕 文章以县级图书馆为例探讨县域公共文化服务效率演进的内外动因，运用Malmquist 和 DEA-Tobit 模型实证分析发现：2012—2016 年，技术进步正在成为效率发展最主要内部动因，资源配置效率和规模效率对服务效率的贡献则逐步减弱；地区居民受教育程度、高层级财政分权与地区文化产业发展，对推动县级图书馆服务效率提升有显著的外部促进作用，而人均 GDP 和低层级财政分权对效率的影响尚不能确定；受两种城镇化模式发展不同步、不协调影响，县域内人口集中度对县级图书馆服务效率具有显著负面影响。
