〔关键词〕 欧盟版权法 改革 草案 启示
〔摘 要〕 欧盟近期公布的《数字化单一市场版权指令（草案）》，对版权的限制和例外 条款进行修改和完善，提出改进版权许可制度及实现版权良好运行的措施。草案在积极回 应技术发展的同时，试图协调权利人与网络服务商之间的利益关系。适逢我国《著作权法》 进行第三次修改，对《数字化单一市场版权指令（草案）》的研究，对于我国的修法工作具有 重要的参考价值。
