文章针对美国国家层面的公众阅读推广政策进行调研并指出实现公众阅读推
广政策持续发展的途径和手段。首先对典型政策及相关学术研究进行调研，根据政策颁布的
时间节点，将政策进行整体汇总。其次，对典型政策主要特点做分类分析，得出美国阅读推广
政策的四大特点：第一，图书馆公众阅读计划需要政策和法律支持；第二，政策需要专门机构落
实和执行；第三，全民公众阅读推广需国家领导人参与；第四，儿童和青少年为美国阅读推广
政策的主要对象。最后，实现政策持续发展须兼顾国家领导人的参与与民意的表达，注重儿童、
青少年与成人阅读推广政策的衔接，建立阅读推广经费保障制度和相关政策评价反馈机制。
