〔摘 要〕 文章利用文献调研和案例分析的研究方法，以德国为例，通过对文献资料和网站内容的调查，获取一手资料并从法律法规、组织机构和职位设置进行分析，总结了德国开放政府数据中个人隐私保护的特点，并提出了相应的建议。这些建议包括构建完善的个人隐私保护法律体系、设立个人隐私保护机构和职务、提高个人隐私权利意识、平衡政府开放数据与个人隐私保护。
