置 3 个方面对美国个人隐私保护实践进行了调研与分析，总结了美国开放政府数据中个人
隐私保护的特点，提出我国应该制定个人隐私保护法律法规、建立整个数据生命周期的隐私
分析和审查机制、开展政府数据开放的隐私影响评估的建议。
