〔关键词〕 公共文化服务 信息伦理政策 文化机构 比较研究
〔摘 要〕 为了解决公共数字文化服务中的信息伦理担忧和问题，分析公共文化机构
及项目的信息伦理政策是必要的。文章选择英国、美国和中国公共文化机构及项目的信息
伦理政策声明作为研究对象，运用观察法、统计学方法和内容分析法等研究方法从政策发布
或更新时间、可读性等外部特征和信息版权、信息准确性、信息隐私、信息可获取性等内容
特征对比分析，发现中国信息伦理政策存在政策内容的可读性较差、对信息伦理四要素的重
视程度参差不齐、政策结构不完整、表述有缺失、信息准确性政策的可见度不高、信息隐私
和可获取性政策缺失严重等不足，同时提出相应的解决建议。
