以增值利用角度，利用文献调研和案例分析的研究方法，调查美国、英国、
澳大利亚等国的开放政府数据商业应用，为我国政府开放数据和政府信息资源开发利用提
供参考，并提出授权政府数据重用、鼓励公众参与、促使开放政府数据的收益最大化、通过
激励方式推动开放政府数据的商业应用等建议。
