〔摘 要〕 公共部门信息再利用的成效受到信息质量的直接影响，通过分解公共部门
信息再利用的信息增值流程，厘清信息提供方、信息中介和信息用户三类参与者不同的信息
质量需求，分析公共部门信息质量的维度，并将公共部门信息再利用过程、再利用参与者与
信息质量维度相结合，提出一套逐级递进的信息质量分级体系，达到对信息再利用各个关
键环节中信息质量的控制，实现信息的有效再利用。
