〔摘    要〕    文章分析英国公共借阅权立法的社会公众福利导向性，探讨英国政府为推
动公共借阅权法案实施所采取的政治制度安排，阐释英国公共借阅权制度在数字创意及文
化产业发展背景下的新进展以及新经济形势下英国公共借阅权管理权限的转移，深入分析
英国公共借阅权法案所产生的影响，以期为我国的公共借阅权立法推进提供一定程度的参
照和借鉴。
